The TERA Project explores the critical interface between ethics and policy-making, focusing on how structured ethical work—such as frameworks, theories, and principles—can be effectively translated into actionable governance practices. With the increasing complexity of global governance, driven by technological advancements, globalization, and multi-level decision-making structures, the need for ethics-based policies has never been more urgent. From pandemic responses during COVID-19 to the regulation of artificial intelligence, ethical principles play a pivotal role in ensuring that policies are not only scientifically grounded but also just, equitable, and aligned with societal values.
This project leverages a mixed-methods approach to address key gaps in our understanding of the ethics-policy interface. By combining global literature mapping, systematic review, and stakeholder engagement, we aim to provide a comprehensive and practical foundation for fostering ethics-based governance systems.
